Users over diffrent forums across the globe with Windows Live Messenger 8.1 are reporting to experience sign-in problems with error code 81000395.
Most likely as the build is too much buggy, Microsoft is restricting access to managed beta testes only.
Currently the only solution i found is to downgrade to WLM 8.0.0812.
WLM 8.1 doesnt give you much of usefull addtional feaures and is extremely unstable. So you wont be missing much anyways.
Patchou, the author of Messenger Plus! Live expressed his views on WLM 8.1 beta as:
The main reason for that delay is very simple: the current beta of Messenger 8.1 is extremely unstable and brings nothing really new to its users. I encourage all of you to stick with version 8.0 for now, you’ll feel much better without a Messenger that can crash every 5 minutes during a chat .

As MSN Messenge wont allow you to install a older version over a newer one, you will first have to uninstall Windows Live Messenger 8.1 Beta.
You can uninstall it from Control Panel > Add or Remove Programs

Now install the downloaded Widows Live Messenger 8.0.0812 and enjoy chatting :)

Just go to AVG, Webshild, turn it off.
Msn works perfect.

ye avg is the problem i did what Jaleel said and now it works good… so if you have avg do that should work 100%

all you have to do for AVG is double-click the Web shield icon - go to instant messaging and uncheck MSN Messenger!

thank u.. the problem solved.
-open AVG Antivirus
-Click on “Web Shield”
-Click on “Instant Messaging” tab
-Uncheck “MSN protection” box
-Click Save Changes
