Do you need to run commands (from the command prompt aka cmd) as adminstrator on Windows 7 or Windows Vista?

To do so, like the usual way, click on the Start button, type “cmd” in the run box, and now… instead of hitting the Enter key, you need to use “Ctrl+Shift + Enter“.
